## The story

Paul is a senior public policy and government affairs professional with more than
a decade of experience operating at the highest levels of federal and state
government. With deep roots in Utah politics, he brings a nuanced understanding of
the political, procedural, and stakeholder dynamics that drive outcomes at both
the state and federal levels, including during periods of both unified and divided
government. This background provides a practical perspective on how policy is
made — and how durable results are achieved across institutions.

Paul's most critical experience was on the House Budget Committee, where he most
recently served as Staff Director. In that role, he coordinated closely with House
leadership, Committee members, and fellow staff directors to guide the Committee
through one of the most consequential legislative reconciliation efforts of
Congress: successfully advancing H.R. 1, the One Big Beautiful Bill Act. This work
required disciplined strategy, cross-committee coordination, and the ability to
manage complex negotiations under intense political and procedural pressure.

Throughout his tenure on Capitol Hill, Paul led major legislative efforts and
teams that resulted in more than 10 bills being signed into law and secured
hundreds of millions of dollars in federal grant funding for the state of Utah.
His work consistently translated policy objectives into concrete outcomes
benefiting communities, agencies, and stakeholders — regardless of whether one
party controlled the majorities or power was divided.

Through his consulting practice, Paul now advises senior leaders and organizations
seeking sophisticated guidance on public policy, government relations, and
navigating the realities of today's political and legislative environment.
